- For the dressing, in a small saucepan combine oil, vinegar, sugar, garlic, salt and pepper. Bring to boiling; cook and stir until sugar dissolves. Remove from heat and set aside.
- In a medium bowl combine black beans, hominy, green onions, onion, tomatoes, bell pepper and celery. Add dressing; stir gently.
- Cover and refrigerate at least 2 hours before serving. Serve with tortilla chips.
